You can use higher textures no matter the resolution and see the difference but generally you won't be missing much from 'Ultra HD textures' to the base High or Ultra texture settings.
You can't get around VRAM in games when using what the industry terms 'High Res HD Textures.' It's not a problem with optimization in situations like this but literal terms of computers requiring a lot more VRAM than is standard. It's because they generally need a lot more VRAM than would otherwise be normal and a lot of people would automatically switch to Ultra HD textures if it was included and complain when their game started stuttering like crazy. That's why most games will offer the separate option to download - free - the texture pack. That's what happens when you have higher textures.
